"When I owe them a nickel, I must pay them," he said. "It's not optional. But when they owe me, I have to ask for it." Howarth said it is unclear from the letters what connection -- if any -- the 5-cent obligation has to the 4-cent refund. He said he is unsure if he now owes one penny or if there was a recalculation resulting in a 9-cent swing in his favor. "I just don't know," he said. "But I do know that if I were to walk into the IRS office with pennies taped to a piece of cardboard, they wouldn't accept it."

In 1991, Hamedeh Hassan, then a 24 year old living with her cousins who were low-level drug sellers, got caught up in the margins of their scene, as a crack cocaine user (totally uninvolved with the dealing end). She became an early target of the draconian mandatory minimum sentencing policies being pushed by the Reagan-Bush sponsored federal war on drugs, and was sentenced to 27 years in prison, where she remains today.

S. 1711/H.R. 4545, the Drug Sentencing Reform and Cocaine Kingpin Trafficking Act of 2007 introduced by Senator Joseph Biden (D-DE) and Representative Shelia Jackson-Lee (D-TX) would eliminate the current disparity in federal sentences for crack versus powder cocaine offenses. Right now, as Congress considers health IT legislation that would convert our health records from paper to electronic data, patient information is at risk of becoming a commodity that businesses can sell or trade.  If Congress fails to require strong privacy and security standards now, during the early stages of development of these online patient records systems, Americans’ medical secrets will be extremely vulnerable to snooping - or being lost or stolen.

In 1996 Congress passed the little known Prison Litigation Reform Act, effectively slamming shut the courthouse doors on prisoners seeking a fair hearing on violations of their religious, due process, free speech, and other fundamental constitutional rights, as well as cases of serious physical and sexual abuse.  This failure of due process can be corrected by H.R. 4109, the Prison Abuse Remedies Act of 2007.
